			<content:encoded><![CDATA[<p><strong>PLEASE NOTE</strong>. The comittee have agreed to change the meeting day to a <strong>Thursday</strong> as this will allow Town Councillors to attend our meetings. A number of town councillors have informed the NTRA that they could not attend our meetings as Wednesday NTRA meetings clashed with most Town Council meetings.                    Sorry about any inconvenience. This decision was made at a comittee meeting and all of the committee agreed. If members do not agree with this change please inform one of the committee. We aim to try and please ALL.</p>

<strong>NOTE</strong>.Pathfinders Agreement is supported by the home office and is an agreement between the authorities and the residents regarding the level of service than can be supplied and expected from various autherities.<br />
Dave Sleeman and John Coltman went to a meeting set up by The County Council Rob Andrew, Dave Chadwick and a representative from the Home Office. Newquay is one of a few areas that have been selected within the UK for this pathfinders scheme.  This is a follow up of all the good work by the County Council, the NTRA committee and members.</p>

If you know of any elderly who need help but can not attend our meetings please try and keep them informed and let us know if we can help them as people power does get things done.<br />
While some of the Town Council are anti NTRA Cornwall Council do listen to our Representatives and our Residents.</p>

<p>Cornwall&#8217;s Newquay Safe Partnership chosen as national Neighbourhood Agreement Pathfinder site<br />
4 March 2010</p>
<p>The outstanding success of Cornwall’s ground breaking Newquay Safe partnership which involves the police and local services and organisations working together to tackle antisocial behaviour, boost local confidence and keep local communities safe has resulted in the scheme being chosen by the Government as one of 12 national Neighbourhood Agreement Pathfinder sites.</p>
<p>The Newquay Safe Partnership was set up in July 2009 following the tragic death of two young visitors to the town in cliff falls at night. The multi agency group comprises representatives of a wide range of organisations, including Cornwall Council, Devon and Cornwall Police, NHS Health, Cornwall and Isles of Scilly Safeguarding Children Board, Newquay Town Council and the local Newquay Town Residents Association who are working together to address the complex issues facing the town.</p>
<p>Earlier this year the Home Office and Communities and Local Government invited local areas to submit applications to become Neighbourhood Agreement Pathfinder sites as part of the ‘Safe and Confident Neighbourhoods’ Strategy which is aimed at encouraging local agencies to work together to deal with the anti social behaviour and crime issues that matter locally.</p>
<p>Newquay was chosen as one of the 12 Pathfinder sites from over 100 applications. Neighbourhood agreements play an important role in helping to improve public confidence that local communities are working together. They enable local communities to have a say about how issues in their areas could best be tackled and help them understand what services standards they are entitled to, build better relationships with service providers and secure improvements to services and neighbourhoods” they said.</p>
<p>The Pathfinders will provide a way for communities and local partnerships to agree local standards of service and priorities for action across a range of issues, including community safety and anti social behaviour.</p>
<p>Welcoming the announcement, Lance Kennedy, the Council’s Cabinet member for Stronger Communities, said this was yet another example of Cornwall leading the way in tackling issues in an innovative and creative way. “Cornwall is developing a well deserved reputation for the strength of its partnership working and I am delighted that the success of this ground breaking project has once again been recognised at a national level” he said.</p>
<p>“Newquay Safe requires all partners to work together and be accountable to local residents and businesses. This has resulted in a highly positive and effective partnership which has led to the introduction of a number of measures which are successfully tackling the problems of anti social behaviour in the town”.</p>
<p>Newquay Town Centre Manager Guy Thomas, said “The Newquay Safe partnership has pulled together the main agencies with a front line role in the town, and we have been working “as one” to tackle the problems facing Newquay. It is a great tribute to the hard work and joint efforts made by all the partners that the Government has recognised the merits of the Newquay Safe Partnership. The impact of these projects will be long term and not just for an individual season…”</p>
<p>Chief Superintendent Elaine Marshall, from Devon and Cornwall police, said “The value of joint working around Newquay Safe is endorsed by the achievement of the Neighbourhood Agreement Pathfinder. The power of local people working with us and other agencies can really make a difference to a town like Newquay. We are now determined to take the learning from this project to other towns in the county who also have unique problems that affect the quality of life for local people”.</p>
<p>Dave Ellis, Independent Chair of the Cornwall and Isles of Scilly Safeguarding Children Board, added “This initiative is an excellent example of agencies working together with the local community to bring about positive change. Safeguarding children, young people and vulnerable adults is everyone’s business and this has provided an opportunity to communicate with the local community and media to raise awareness about safeguarding responsibilities. All sections of our communities need to promote the safety of young people and understand their safeguarding needs and the Newquay Safe partnership has placed safeguarding at the centre of the Newquay agenda.”</p>
<p>Dave Sleeman, Chair of the Newquay Town Residents’ Association, said “Being recognised as a Pathfinder is a wonderful achievement for the NewquaySafe Partnership. The Newquay Safe Partnership is a marvellous example of what can be achieved in an exceptionally short period when all the main agencies work together to address a very difficult and complex problem.</p>
<p>“The residents of Newquay are now experiencing the effects of the work of the partnership and together we can look forward to a much brighter future for our wonderful holiday resort.”</p>
<p>A special seminar for the 12 pathfinders was held in London on Thursday, 18 March.</p>

<p>Let us get down to the basic facts of the situation that has got the town such a bad press:-<br />
1.  Extremely bad planning and licensing decisions made by the councillors and officers of the now defunct Restormel Council.<br />
2. Sensational advertising by the local authorities marketing Newquay as a frenzied party town where anything goes.<br />
3.  A totally out of control supposedly organised control bar crawl causing mayhem in Beachfield Avenue.<br />
4. The story of the Bar Crawl sensationally portrayed by the local press (Newquay Voice).<br />
5. The Daily Mail having picked up the story of the Bar Crawl due to the publicity in the local press coming to Newquay, joining a Bar Crawl the and publishing the true facts of the event.<span id="more-251"></span><br />
6.  Four cliff falls resulting with the tragic loss of life for two teenagers and life changing injuries for the others.<br />
7. The residents of Newquay gathering a petition of over 3000 names of local people wanting Newquay Back.<br />
8.  The campaign being taken to County Hall where at last we gained the support of the new Cornwall Council to bring the unacceptable situation under control.<br />
9. The launch of the Newquay Safe program bringing representatives of all public services together to work to address the problems and regaining the respect that Newquay deserves.<br />
10.  A representative from the Home Office (William McKenzie) visiting the town experiencing the problems and advising the police and licensing team as to what should be done to resolve the unacceptable situation.<br />
11.  The launch of Newquay New Start an event to bring the people of Newquay together to plan and action for the regeneration of our town.</p>
<p>* Do not blame the NTRA or the residents of Newquay for the bad publicity, the blame lies fairly and squarely with those who let the situation develop in the first place.<br />
Uncontrolled anti social behaviour and bar crawl will seriously damage the Newquay family tourist market and the international tourist market coming through our very successful Newquay Airport.</p>
<p>* Without the action taken by the NTRA and the residents of the town we would not have the Newquay Safe Program, Newquay New Start and the support of the Government &amp; County/Town Council that we are now getting.</p>
<p>* Stop the moaning, whinging and blaming each other and get on with the business of tackling the problems and regaining the position of once again putting Newquay back into its position as the best holiday destination in the south west.</p>
<p>* We have never seen so much positive activity coming from  various working  groups within Newquay.</p>
<p>* The only headlines we want are the positive headlines showing the tourist market how Newquay is tackling a UK problem with positive action and co-operation not just words.<br />
